Good to hear from you Craig, hopefully your programming is going well.
The Bufr package has been deprecated as a standalone package because it needed 
too many methods in the netcdf-java
package. So that's why no download. You can download the netcdf-java  package 
at:
http://www.unidata.ucar.edu/software/netcdf-java/     

You need to look at the routine BufrIosp, it's the starting point. Also, you 
could download the ToolsUI jar package and 
run ToolsUI on the bufr data. The problem with ToolsUI there little 
documentation for it but the interface isn't hard to learn.
