[IDV #SKR-430096]: I wanna see the *.grb which is the result of GCM or RCM f rom ipcc ddc

Don and Kyoung,

There wasn't a table entry for the data set, it had center = 0, subcenter = 0 
and version = 0. Since 0,0,0 doesn't refer to a particular table I used the 
earliest version of WMO tables because center 0 is WMO. There are versions 1-3 
for the WMO tables.

The table was ci into 4.0 release
