Ruc2

Hiya,

I'm please to announce decoders-2.3.8.tar.Z release.  It was caused by the
grid_centers of the ruc2 model, if the model was sent by NCEP then it had
the NCEP center number 7, if sent by FSL it had center number 59. All of
the other models only have one center, so it actually caused a code
change. As usual the release is in the ftp directory  pub/decoders.

Don't forget to install the new ruc2.cdl in the ~/etc directory
