Upperair fix

Hiya,

For the Upperair decoder  (ua2nc), a bug fix for reports TTAA  ....
PPCC not arriving in expected order caused old data to be inserted for the
station. This problem could occur as far back as 1997/04/14.  The fixed
version is in ftp/pub/decoders/ua2nc.
