[Datastream #ECG-255286]: goes-16 data

We are working towards being able to making GOES-16 data available
by our TDS and ADDE remote servers when/shortly after GOES-16
testing has completed, which should be sometime in June.  Exactly
when this actually happens will depend on our ability to purchase,
install and configure new hardware that will host our data servers,
so the hope for time frame may slip.
