Change to POES TIP servers

Two changes have been made to the POES SDI servers.

1) NOAA-15 TIP data are now available.
2) Decimal temperature values are now returned from POES TIP data
instead of scaled by 10 values when using IMGPROBE.

Details

1)  AMSU-A, AMSU-B and HIRS/3 data are now available from the SSEC
database for NOAA-15.  Data are available via the WALLOPS and GILMORE
relays.

2)  A change on the WALLOPS and GILMORE servers now return the
temperature as a decimal value in Kelvin,  previously it returned a
scaled integer value (Temperature x 10.)
