Loss of Meteosat and Poes data due to Floyd

We got a call from Kevin from Wallops Scheduling earlier today informing
us they are planning on stowing their antennas at 8pm tonight, I assume
East Coast time, and they don't plan restoring the antenna until 8am
Friday, September 17.  This will result in a loss of Meteosat-7, Indoex
X sectors and Poes relay from Wallops.
