The KDYX radar is supposedly out for maintenance until 21Z today
as seen in the Free Text Message in the data stream:

This apparently followed trouble with a build 7.0 update which they announced
yesterdays outage:

The kdfx radar will be down for approxamately 2 hours for build 7.0 software loa
ding. Estimated time back online will be 2100 GMT.

I'm not sure about how the Level3 products are being sent, but I'd guess
that the sending of LevelII data is related to the above, and be
dubious of the quality of the level3.
