[conduit] NDFD via LDM/IDD

Hello CONDUIT community,

NOAA is implementing a new work flow from the WOC to the TOC and,
depending upon volume of use, they are going to evaluate how best to be
serving up the NDFD grids via the LDM/IDD.

Your prompt response is needed to determine the validity of continuing
this product in the CONDUIT feed.
