20050919: source of RUC-13 through LDM

Gary,

NCEP runs the RUC at 13km, but does not produce output on the native grid.
The 20km data is available via CONDUIT on grid 252. The NWS has announcements on
their data management web site that explained the transition to 13km
computational domain.
