[AWIPS #DJP-159201]: how.to.create.watchboxes

The Storm Prediction Center (SPC) does not have AWIPS right now, so the way 
they issue Watches is in a different software.

There is a non-operational way to draw up Watch boxes in AWIPS using PGEN.

Tools -> PGEN Palette 
In the GUI that opens, under "Classes" selct "MET"
Under Objects click on what looks like the Watch Box
Then you can draw the Watch by clicking on the map
